CMS Strategic Partners Acquisition Readiness Contract (SPARC)

Description

SPARC will provide strategic, technical, and program management advice, guidance and support services to CMS to facilitate the modernization of business processes and supporting systems and their operations. These systems will include the Federal Healthcare Exchange and Medicare/Medicaid information technology systems as well as other Department of Health and Human Services Operating Divisions (HHS OPDIVs).

CMS has established a pre-determined small business reserve dollar threshold. All orders estimated to be less than $29M (including options) will be reserved for small business pool, unless market research indicates that small business is not capable of performing the services. The government reserves the right to set side orders over 29 million on a task by task basis.

Additionally unlike other schedules and GWACs, SPARC does not impose any administrative contracting fees!
